H.E. Raúl Alberto Cubas Grau served as President of Paraguay from 1998 until 1999. He is the second civilian, after Juan Carlos Wasmosy, to hold office through a free election running as a member of the Colorado Party. Hon. Cubas is the only candidate who has won a presidential election with a clear majority. He is professionally an engineer, serving as finance minister prior to his term as president.
