Rt. Hon. Jacob Oulanyah is the Deputy Speaker of the Parliament of Uganda and Member of Parliament for Omoro County in Gulu District. He is an Attorney of the Courts of Judicature of Uganda and a Notary Public.  Before he was elected Deputy Speaker, he was practicing law under J. L. Oulanyah & Attorneys.  He has specialised training in legal and legislative drafting and has experience in drafting laws and agreements, including peace agreements.  He taught legislative drafting and constitutional law to post graduate law students at the Law Development Centre.  In February 2016, he was re-elected for the third time to Parliament to again, represent the people of Omoro County in Gulu District of Northern Uganda.  He was re-elected Deputy Speaker of the Parliament of Uganda in May 2016.
