H.E. Luis Alberto Lacalle served as President of the Republic of Uruguay from 1990 to 1995. During that time, he helped negotiate the creation of Mercosur, an economic and political trade bloc, with the presidents of Brazil, Argentina and Paraguay. He was also a Senator and Vice President of the Senate. He is currently a member of the Club de Madrid and the Carter Center’s Council of Presidents and Prime Ministers of the Americas.
