Mr. Rigoberto Zarza was director general of the Electoral Registry from 1995- 2004. He has worked as a consultant to the International Foundation for Electoral Systems, which works in over 135 nations providing technical assistance and research to advance good governance and democratic rights by securing free and fair elections. He also served with the Organization of American States in the program of Judicial Facilitators that seeks to secure the rule of law and justice.
